Abstract: This article explores the nature of the “emerging epoch,” a period defined by profound global transformations that challenge traditional social institutions, such as the family, the state, and the world political system. Central to this shift is the concept of “fragmegration,” which describes the complex tensions between simultaneous processes of integration and fragmentation. The author examines the transition from a structured “humanitarian” culture to a statistically driven “mosaic culture,” catalyzed by the information and communication revolution and electronic media. The study also analyzes the changing role of the nation-state and the rise of new “Spheres of Authority” (SOA) that operate across and within traditional borders. Furthermore, the paper addresses the evolving security environment of the 21st century, highlighting the impact of the dimensionless information space on national power and the risks posed by “technopoly” to human culture and public freedom. Ultimately, the article advocates for a paradigm shift toward nonlinearity and complex thinking to navigate the pervasive uncertainty of this new era.
