I. Document Status

This document codifies the purpose of the "Ashkhar" project as a civilizational response of Armenian civilization to the conditions of the emergent era.

The document is not a mission statement, an action plan, a developmental strategy, or a framework of goals and objectives. Its function is to hold the field of necessity within which the emergence of the project becomes possible and meaningful.

II. Foundational Basis of Necessity

The emergent era is defined by escalating complexity, non-linearity, and hyper-connectivity across global processes, alongside the arrival of established organizational, cognitive, and management paradigms at the limits of their applicability.

Under these conditions, a necessity arises to sustain a civilizational tier of thought, responsibility, and action capable of navigating long-time horizons, systemic integrity, identity, and strategic agency.

III. Purpose of the Project

The purpose of the "Ashkhar" project consists in creating a domain of civilizational thought, research, and responsibility within which Armenian civilization gains the capacity to comprehend the challenges, threats, tensions, and opportunities of the emergent era, while seeking modalities for its own presence within an evolving ecosystem of civilizations.

The project does not deliver a pre-packaged civilizational answer; rather, it holds the space within which such an answer can emerge without compromising integrity or identity.

IV. Architectural Boundary

The document establishes why the project is necessary, but does not dictate what it must execute or how that execution must occur.

Mission, goals, architecture, organizational structures, and practical deployment modalities belong to subsequent distinctions of the Canon.

V. Document Function

The document functions to hold the field of necessity for the "Ashkhar" project in the conditions of an emergent era.

Its role consists in codifying the civilizational necessity of the project without converting that necessity into a prescriptive directive, an action program, or a finalized form.
