    "Voices of Alarm"

    The article "Voices of Alarm," published in the journal Ashkhar.org, is devoted to an analysis of the reaction of prominent representatives of the Armenian diaspora in France to the process of so-called "football diplomacy" between Armenia and Turkey and to the signing of the "roadmap" for the normalization of bilateral relations.

    Introduction and Methodology
    The material is structured as a collection of interviews conducted with public figures of the Armenian community in France during the period from October 2008 (the visit of Turkish President Abdullah Gül to Yerevan) to May 2009 (the agreement on the "roadmap"). This temporal framing makes it possible to demonstrate the evolution of assessments of the Armenian-Turkish dialogue and to identify persistent lines of criticism from diaspora elites.

    The Position of Ara Toranian
    The editor-in-chief of the Paris journal "Nouvelles d'Arménie" expresses sharp rejection of the initiative of the Armenian authorities:

    • Serge Sarkisian's initiative is interpreted as a unilateral gesture of the "victim" toward the "executioner," undertaken without prior public discussion;
    • the refusal to mention the Genocide in official statements and symbolic concessions (removal of the image of Mount Ararat) are assessed as unacceptable;
    • a historical parallel is drawn with the "Munich mentality" of concessions on the eve of the Second World War;
    • attention is drawn to the timing's coincidence with the US presidential elections and the potential recognition of the Genocide by Barack Obama, which is interpreted as a premature "gift" to Turkey;
    • the need to preserve a principled position on human rights issues and the Armenian Cause is emphasized, in contrast to purely economic calculations.

    The Position of Hilda Tchoboian
    The President of the Euro-Armenian Federation for Justice and Democracy examines the events in a broader geopolitical context:

    • Kocharian's proposal to create an intergovernmental commission without revisiting the fact of the Genocide, rejected by Turkey, is recalled;
    • Gül's visit is linked to the consequences of the Russian-Georgian conflict and Turkey's desire to restore regional influence amid Russia's growing strength;
    • attention is drawn to the risk of a simultaneous strengthening of Turkey's and Azerbaijan's positions, which directly threatens the security of Karabakh;
    • a set of unfulfilled demands is listed (recognition of the Genocide, the rights of Islamized Armenians, the return of church and public property), the absence of which makes Armenia's concessions a "cheap" deal;
    • an alternative is proposed — the activation of Armenia's own mediating role in the region, drawing on its reputation as a "good student" in relations with the EU.

    Common Theses
    Both interviewees agree in their assessment of the asymmetry of the dialogue: Armenia demonstrates readiness for concessions without reciprocal guarantees, while Turkey uses the process to strengthen its own international image and strategic positions in the Caucasus.

    The key conclusion of the article is that "football diplomacy" and the "roadmap" that followed it are regarded by diaspora intellectuals as a potentially losing strategy for Armenia, implemented without proper political discussion and capable of weakening the country's position both before Turkey and Azerbaijan and before international actors.

    A review of the views of two prominent figures of the Armenian diaspora in France on the causes and risks of 'football diplomacy' and the 'roadmap' between Armenia and Turkey.
